The address that has the admin role needs to call the createRound function on the contract.

afaik this 0x96db2c6d93a8a12089f7a6eda5464e967308aded is currently and admin and created the last round. https://etherscan.io/tx/0xfca85663d4c468b89310382a68b44414bf4c2d9a1c50ae33d846f629784514ed @lucianHymer is this you?
