User Story:

As the Passport team
We want to require a passing Passport score (>20)
So that we can dogfood our own integration
So that we can reduce the attack vector

Acceptance Criteria

GIVEN a user has logged into the developer portal
WHEN they attempt to get an API key
THEN they will need to have a Passing Passport score > 20
