Create an Emacs package using the binaries with no dependencies. As there is no installer without dependencies, there is no reason to create an .install or a .portable package.

We can use the bulk of the code from the new emacs.portable package.

I'm not sure I'm going to create this one. None of the emacs package historically ever used them (the emacs package used to install the no-deps version and then the deps version over the top which is the same as the portable version.
