Our Host running perfsonar-toolkit 5.1 beta 1 was upgrade yesterday.
[root@ps-slough-bw log]# grep perfsonar-toolkit-5.1.0-0 dnf.log 2024-06-04T06:55:25+0100 DEBUG Upgraded: perfsonar-toolkit-5.1.0-0.b2.6.el9.noarch 2024-06-04T06:55:25+0100 DDEBUG /var/cache/dnf/perfSONAR-staging-20a8e814121d504e/packages/perfsonar-toolkit-5.1.0-0.b2.6.el9.noarch.rpm removed
It stopped running throughput tests after the update.

The logs are shown in
packaging-log.txt
The solution was to install python3-packaging
