throughput fails after upgrade to toolkit 5.1 beta2

Our Host running perfsonar-toolkit 5.1 beta 1 was upgrade yesterday.

[root@ps-slough-bw log]# grep perfsonar-toolkit-5.1.0-0 dnf.log

It stopped running throughput tests after the update.

The solution was to install python3-packaging

Thanks, we ran into this as well and already have a fix in the repo, just waiting on a few other changes to do another tag.
