Is this RFE related to a problem or a bug? Describe and reference it below.

The modularity part of the module does not have full handlers and support for modularity builds.

What is your proposed idea or solution?

Finish the modularity portion.

What are the benefits of this?

To facilitate a clean migration from peridot v1 and koji (rocky linux 8) into peridot, we need to be able to support module builds to the extent that is close to MBS and peridot v1.
