CSS support import statements in style tags.
Premailer does not seem to support that?

Example below:

<!DOCTYPE html>
<html lang="en">
  <head>
    <meta charset="UTF-8" />
    <meta name="viewport" content="width=device-width, initial-scale=1.0" />
    <title>Document</title>
    <style>
      @import url("main.css");
    </style>
  </head>
  <body>
    <p>css import</p>
  </body>
</html>

CSS:

p {
  color: red;
}
