It looks like a Dynatrace Account user has to 1st enter their Environment. My user was dumped into the Licensing part of the Portal not the Dynatrace Tenant so there were no Settings -> Workspaces buttons. Not sure if all users experience this the 1st time logging into the Dynatrace Portal?
