This causes way too many merge conflicts in codebases where there are a lot of people working at the same time, to the point where we are probably going to disable betterer all-together.
My understanding is that this is used to prevent 1 fixed issues + 1 new issue (#318) but honestly I'd rather have that than having to constantly rebase and fix merge conflicts and publish new reviews after someone else merges their changes. Think the default can stay the same but just having the option here would be a big QOL improvement.
