Tag Merge Requests Properly

This release fixes two problems with merge requests:

• path-like branches are now handled correctly
• PR contexts don't have owner.name in the action's repository context

verify non-existing tags

Fixes an issue where adding custom tags would non gracefully fail. Now the action raises an error when a custom Tag is already found.
