Add a way to proxify a subset of packagist packages

Titania should offer a way to proxify some packages from packagist. This way we could have only titania as composer repo and completely disable packagist.
To proxify a package, we need to download its definition from packagist and add to the titania packages.json
I see at least 2 ways to select these packages:
having a list filled manually by the ext team
build it automatically by adding the dependencies of validated packages
