Adding and reacting to nick signon notifications #419

It is unclear to me how to add a nickname to my notification list on a bot. Must I resort to bot#sendRaw?

Follow up question is how to react to these nicks signing on.

I'd like to automate this:

/notify +foo

/on nicksignon ...
