IDE scripts loading inconsistency

For pretty much years, we've experienced that scripts are sometimes are not opening in IDE. Closing and opening it again - sometimes workarounds it. I've asked a few other developers and they had it for years also.

Replicate easily by:

1. Open IDE.
2. Open a few scripts.
3. Open a script, wait till it loads, close it - repeat this, once in a white it won't open, just idles, no errors, no network requests.

This looks like a racing condition issue somewhere.
