Handle eff_type in calc_rated_eff() for unitary DX equipment

eff_type is an argument to calc_rated_eff() but we don't do anything with it, we should follow the same pattern as for chillers, the values should either be full or part. For the former the reference efficiency (modified by the curve outputs are rated conditions) should be returned and for the latter the existing calculation.
