[BUG] Date format in workflowscanresult file is inconsistent

Problem Area

Modernization Scanner:
Fields "Definition Changed On" and "Subscription Changed On" in file "ModernizationWorkflowScanResults" are formatted d/M/yyyy, even if selected format is M/d/yyyy at "Configure additional scan options".

Expected or Desired Behavior

Date fields should follow format selected in the scanner tool. For example, May 7th 2020 should be formatted 5/7/2020, if format selected is M/d/yyyy.

Observed Behavior

It current gets saved as 7/5/2020, and that could be wrongly read as July 5th 2020.

Steps to Reproduce

When running Modernization Scanner version 2.19.0.0:
Select the scanner mode to use: classic workflow usage (detailed)
Next screen, select "M/d/yyyy" for date format in generated files.

Regional settings for site collections and workstation where the Modernization Scanner tool run is set for English-US.
