To Reproduce

  1. 创建版本
  2. 下发
  3. 获取得到配置
  4. 删除版本
  5. 创建同一个版本
  6. 下发
  7. 获取不到配置

问题已定位，存在于单机版本，建议可以走 docker-compose 的模式先继续测试验证，1.18.1 修复
