keyboard input: no 3rd layer support

Examples: @ key when pressing Ctrl+Alt+q

My actual keyboard layout is "english UK, advanced Windows" and en_US (which is preset and not changeable through GUI) should roughly work, but the 3rd row is completely nonfunctional.
