Symbols accessed with Shift or AltGr don’t activate keyboard shortcuts.

Some examples with COSMIC Terminal (but the problem was found elsewhere, for example the file manager):

On a Qwerty layout Ctrl + + only works with the + from the numeric keypad
Ctrl + 0 works with Qwerty, but not with Azerty (French layout), because zero is accessed with shift + à
With Ergo‑L (another French layout), it’s possible to access hyphen-minus with AltGr + t, but then Ctrl + - doesn't work.

The second example is blocking in the absence of a numeric keypad.
