Describe the bug
Ran the following on a new cluster without Kubernetes:

$ kubectl pxc cluster describe
Failed to setup port forward: Failed to setup connection to Portworx cluster to svc kube-system/portworx-api port 9020

pxc could check to see if is installed, if possible.
