Summary panel state retention does not work for collapses/expansions by button #6485

Describe the issue:

This is the same as the first bug I reported in #6318. While collapses/expansions triggered by commands are retained now, thanks to #6260 and #6322, those triggered by the button are not retained.

Steps to reproduce the issue:

  1. Open any dataset in data explorer
  2. Collapse the summary panel by clicking the button
  3. Switch to another tab and come back
  4. The summary panel is not collapsed

Expected or desired behavior:

The closures by pressing the button/dragging are retained the same way as the command.

Were there any error messages in the UI, Output panel, or Developer Tools console?
