S23B boss can cast a special attack at unexpected times

Argan can cast Union attacks during his turns even if Elynia isn't adjacent to him, at least under heretofore undetermined circumstances. See AI turn 24 in the following replay for an example, where Elynia is adjacent to his target but not to Argan himself:

There appears to be a bug in the game engine that causes [disable] specials to be ignored in certain situations, even though the engine does clearly acknowledge that they are active.

I could fix this with some attack_weight or CTH-based hack, but then the AI would no longer be able to reliably take Union into consideration for its moves.

This border case is probably rare enough that few people will notice, anyway.
