Create an explicit struct for Insecure attestation reports when not running in an enclave

At the moment we are reusing the AMD SEV-SNP attestation report struct and just leaving most fields empty to create a fake attestation report when running without AMD SEV-SNP. We should switch to a custom type that makes it clear that it is a completely different attestation report.
