Chase car icon rotation issues #113

Seems that the current approach sometimes result in the chase car icon not being rendered for some reason.

We might be able to move to the approach taken in chasemapper using the Leaflet rotatedMarker plugin - https://github.com/bbecquet/Leaflet.RotatedMarker : https://github.com/projecthorus/chasemapper/blob/master/static/js/balloon.js#L301
However this requires that there are 2 copies of each chase car icon available, one flipped.

This is hopefully fixed now... will leave this issue open until I'm sure.
