Issue details

To allow Pulumi Service to be deployed in AWS on ECS Fargate using any Pulumi supported language, decompose the Golang version of ECS Self Hosted Installer into Multi-Language Components.

This should result in the ability to construct the ECS Self Hosted solution using all Pulumi supported languages, with minimal work.
