Switch from the "issues query" the "search issues" API #182

To determine issues that will enter the lottery, we currently rely on GitHub's List repository issues API, which... works.

But... a more feature-complete alternative exists in the Search issues and pull requests API

We should try switching to that, to get the following benefits:

Allows filtering by issue/pr type and by "last updated date", which would be better than the current in-memory filter 😬
Allows more filters such as "number of interactions", which would enable implementation of new features such as Add a section about issues that have received zero attention #181
