Use a routes table to deliver messages to routers.

Currently we reduce over the list of routers looking for one that the destination address startsWith. A more robust an extensible solution might be to maintain a routing table with an entry for every actor address that has a router and check that when sending a message. This could be useful in the future when we support peering.
