Update mapped address query to bech32 output #1719

Currently the mapped accounts query at https://lcd.quicksilver.zone/quicksilver/interchainstaking/v1/mapped_addresses/quick12zqrwrgp4ntqswk8rn9dcv2ykwqa3ml2gak7yr returns base64 encoded address for each chain; given we store the account prefix in zones, it should be trivial to look up the prefix and encode the address.
