Can you add the .exe file or better instructions for downloading

Was hoping to use this tool but have no idea how to download it. I don't know c++ or git that well so kind of a nightmare to try and figure out...... Need downloadable .exe file, step by step download codes / links, or how to download everything via python

This is folded into GDAL since 3.7, better to use that 🙏
