It seems one of our latest changes introduced a problem with grub. I just re-installed testvm several times and realized that the grub timeout is somehow set to 30s. This significantly increases boot time.

I just a had some minutes to look into this. It seems the 30s come from the value GRUB_RECORDFAIL_TIMEOUT which could be overwritten in /etc/default/grub but of course we should first take a look into the reason for the recordfail.
