[ci] do not check for client-operator to be always running

w/ red-hat-storage/ocs-client-operator#196 client-op decides whether to start the manager or not as a result, CSV status could be in Installing state until such a decision based on deployment mode (#196) is taken.

if new images are used then ci could fail and so need to fix this issue before we (ocs-op ci) wants to consume new client-op images.
