We'll most likely need a CFEP for when this is turned on for all CF. I think the CFEP is mostly to get buy in and to figure out the opt-in to opt-out transition. We'll also need to discuss which PRs this feature is turned on for, etc.

We need to have specific instructions/ideas on how to deploy this.
