User - Project New - New Policy Breaks New Repo Creation

Problem Statement

Due to Revelry's updated security policy, only a select few team members have the permissions necessary to create a new repo.

This breaks the /new project Slax command in a few ways:

1. can't create a new repo, thus
2. can't auto-assign the proper teams and
3. can't automatically add the Lintron and Slack-Agile webhooks and
4. can't import Reusable Stories (though that part of the script is separately broken, captured in Bug - Reusable Stories Not Importing #135 )

Recently, I pinged Joel in #how-do-we to create the repo on my behalf and add me as an admin.

Then, I went back to my project channel and re-ran /project new in order to at least get 2. and 3. above handled by the script.
