NextJS: Configure Tailwind style system

Set up the Tailwind configuration to capture all the color, spacing, and typography settings that will be used throughout the app.

Blocked by Figma design system setup.

Deprioritizing this because just converting existing styles to CSS Modules has been effective in getting a 1-for-1 replacement (but with the benefit of actually scoped styles). This will likely be put near the end of the development cycle.
