Somehow it actually started another rippled instance.

$ claudia local-mainnet stop
- Docker witness Stop
xbridge_witness binary not found. Rebuild xbridge_witnessd if required
(claudia)

NAMES           STATUS          PORTS                                                                                                                               IMAGE
witness_node    Up 36 seconds

"Docker" doesn't make much sense in the log.
