tell in the book we have to install the c++ package

and to do:

call "C:\Program Files\Microsoft Visual Studio\2022\Community\VC\Auxiliary\Build\vcvarsall.bat" x64

It might be missing from the book but there are instructions in https://github.com/rizinorg/rizin/blob/dev/BUILDING.md#windows
