REP 3 needs update for new release cycle and Indigo

Would be great to have REP 3 fixed in time for Indigo release— will minimize user confusion about why it's not on 12.04.

@mikepurvis Regarding the supported platforms of Indigo you can consider the current information final: Indigo will support 13.10 and 14.04.

I'm specifically referring to an updated formula/explanation for platform selection. Specifically "At least one Ubuntu version which is common with the two previous ROS distributions."

I understand the logic of abandoning this due to a clash between a 12-month release cycle and Canonical's support periods, but the REP needs to be updated so that there's somewhere central to refer questions about it to.
