Package Lists show non-packages and packages that don't exist in the selected distro

A quick way to see this is to visit: https://index.ros.org/packages/page/1/name/

This should be a list of Rolling packages based on the selection, however it's showing system dependencies (example Eigen, Eigen3) , and packages that don't have a Rolling version (example abb, abb_driver) in the index.
