Encoder value increment jumpy

I use diy macropad with LR, it sent midi CC to midi2lr and my encoder use [63] and [65] for slider adjustment.

"Binary offset"

But the value increment/decrease is not fix to 1 per steps, sometimes it goes 1 then next 3, 5, 9, 12.

Does anyone know how to make it increase by 1?
