Add ?ban support

To give users an opportunity to appeal bans, apply the Banned role to their account. Removes a dependency on the Turtle bot.

I dunno if having a command for that would be useful, since we can always just add the Banned role from the Discord UI. The ?ban command should continue to be a joke command too, so if we do implement an actual ban command, it'd have to be called something else.

@ivandardi this was stemming from conversations in offtopic with dawn and mcat to decom Turtle.

I think the idea is generally to have a convenient command that pushes the "ban" event to our mod logs channel (rather than only in the awkward to find audit logs). I usually use the UI to apply the banned role, but I know others go out of their way to use turtle, which makes it easier to find in our logs

I'd prefer supporting both, as slash commands are notoriously buggy and prone to doing things wrong, it's good to have a backup, especially if on mobile.

At the very least I'd not use ?ban due to historical reasons. Too easy to confuse for our pre-existing joke command
