Send a notification on course enrollment

At the moment students without accounts receive an invitation email, while students with accounts receive nothing - a new course silently appears in their list of projects. There are reasons for this behaviour, but it is a bit inconvenient. Perhaps we can at least send an internal notification on enrollment (and then students with verified emails should also get an email about unread messages).
