Create recent invoked build targets view

A view contribution should be made that contains the recent invoked build targets for the given projects. The purpose of this is to be able to quickly switch between build targets without the need of going through the dropdown menus and scripts for selecting them.

The list should be maintained and checked in case the build scripts are modified in a way that a build target is removed.

The view should support both vertical and horizontal orientations meaning that it can be placed anywhere in a window and won't result in large unused spaces. (The view should take advantage of additional horizontal space rather than only allowing vertical scrolling.)
