On Manage Embargoes page, missing text alternatives for links #6961

On Manage Embargoes page, there are table data cells that look blank, but have an underlying link. If the link is not needed, could they be removed? If not, then an alternative text should be added.

This is caused by the resource having a blank title, which is not meant to ever happen so we need to identify what process is allowing it.
