GPL-257 - As craig I would like the ability to create batches of samples for the traction PacBio pipeline which would allow me to enter library information for multiple samples which would save entering duplicate information and so would save time and effort #271

Acceptance criteria:

when I go to the samples page there should be an option to create a batch of samples
there should be a new batch page which will allow you to generate libraries from a batch

stevieing added the Enhancement label
