Create User+ feature error

Describe the bug
I tried to create an account through the [email protected] account using the "Create User+" button on the Manage Users page. I put in my email address and supplied a password. I then added the admin, aapb-admin roles. Everything shows up in the manage users list and the account is enabled, however when I log out and try to login with the credentials, I get an invalid email or password error.

To Reproduce
Steps to reproduce the behavior:

1. As the [email protected] user, or any user with admin privs, go to Manage Users
2. Click on Create User+
3. Create a user
4. Logout and login as newly created user

Expected behavior
Account login credentials work and you are able to login
