Spike: In 1 of the tenants the workflow feature is not working

This is only happening on this one tenant. - ctschicago.ir.atla.com

1. Works that get deposited go to the default admin set which has mediated set up, but they do not go to the “Review submissions” area.
2. The Repo admin can see them in the "Works" list them and can approve them from the “Works” list, but they never show up in their Review Submission.
3. Creating a second admin set available to all depositors - depositors do not get the Admin set chooser on the relationships tab like they should - so i cant test to see if a new admin set would have fixed it
