Filter private attachments out of the items list for a work

We'll want to filter out filesets that are marked as Private from the item view.

@orangewolf I am assuming we would want to flag both the attachment and the fileset as private? Versus just flagging the attachment?

I noticed the "Hide private items" in the Features list. I tested it out on staging and it does appear to solve this issue. @jillpe We can close this if that is the case.

yes, we should flag both and yes that's a toggle you can flip
