What happened:

With #3266, we can now have banners created for a specific pipeline.
Such banners are not currently rendered in the UI.

What you expected to happen:
Fetch and render pipeline specific banners messages in pipeline pages.

How to reproduce it:
Create banner messages for a specific pipeline. Navigate to the pipeline landing page in the UI for that pipeline. Banner messages are not displayed in the page header.
