Feature request: report procedure.

This goes with #18, we should add a report button that allows people to report quotes to the mod team. The mod already validate quotes but there's no guideline specifying what should and should not be quoted, this creates two problems:

• quote's appreciation is entirely in the hands of the mod that bothers to look at submissions that day;
• there's no mod review of previous decisions that may not suit the site's current guidelines.

Users should at least be able to notify the mod team that a quote shouldn't be here for various reasons (sensible personal information disclosure, racism, hate speech, etc.).

I'd like to avoid having a contact form that can be abused easily, and I'd like to have some kind of barrier of entry so that people don't send us too many bogus reports. A link to a mailing list in which the moderators are subscribed would be great.

That sounds right. Maybe a button with a mailto: link that populates the mail subject and body with a reference to the related quote.
