Android archive extraction does not preserve executable bits on new builders

I've run into this multiple times setting up new linux-cross builders. I was previously able to resolve it by deleting the android directory and re-highstating; clearing the file cache first might be enough to make that work. Simply deleting and re-highstating is not producing any change in the output.
