Python accelerators

I'm creating this topic mostly to capture a link to https://github.com/paugier/czi-joint-python-accelerators-project, which is an interesting proposal from the creators of Cython, Numba, Pythran, and Transonic. I do not believe this proposal was funded.

Eric got some nice results with Numba while working on LD pruning, and Cython is often used to accelerate file IO.

There's no need to define a viewpoint now on when to use which tool, but we can aggregate discussion on the topic here.
