Use yarn Plug and Play

Describe the solution you'd like
Our team likes the concept of Plug and Play, and would like to have it implemented. Basically, we just want it enabled for this project.

Describe alternatives you've considered
We just simply don't use plug and play.

Additional context
The bot, and the ci tools will all need to be tested with plug and play enabled to ensure compatibility. If something does break, alternatives to the broken code/tools will need to be implemented.

It should be noted that zookeeper would prevent plug and play from from being used.
